4. The Page A must have a link pointing to Page B with the "target keyword" as the anchor text and vice versa.
5. Link to these two pages from other pages in your site with the "target keyword" as the anchor test.
6. Get an external link to Page B (Testing if this is actually required)

Test Steps:

1. These two pages were created on 24 August 2010 (Step 1,2,3)
2. Created Page A -> Page B link , Page B -> Page A link with "google double listing" as anchor text on 24 August 2010 (Step 4)
3. Pages A,B were linked from seo-freebies.php page on 24 August 2010 (Step 5)
4. Pages were live on 24 August 2010
5. Google Indexed On: 26 August 2010
6. Status as on: 01-09-2010, I found that google has not indexed the testpage2
